シート(shuku)を作成し、右上に以下を入れる
=IMPORTDATA("https://www8.cao.go.jp/chosei/shukujitsu/syukujitsu.csv")
日付の値をD2に入れた場合、以下を別セルに入れると、そこでtrue,false判定してくれる。
=countif(shuku!A:A,D2)=1
